		<description>We&#039;ve seen a growing number of IPOs, but the capital markets really need to show a sustained rally (IMO) for them to get back to steady state.  Note by steady state, I don&#039;t mean a return to the halcyon bubble days we&#039;d seen - just a time when quality companies can go public at reasonable (or only slightly unreasonable) valuations.
