The "all your base are belong to us" reference was just a way of saying that it almost seemed that the page's content wasn't written by someone all that familiar with conversational English. Example: "Secure your Healthcare IT! Secure your Healthcare IT! As your long-term partner Siemens wants to educate you on key HIT provision through our Webcast Series and up to the minute information from our ARRA team."
