Whether it's tied to the Leapfrog Group or not, the CPOE evaluation tool was developed to ensure that CPOE implementations can: "Demonstrate that their CPOE system can intercept at least 50% of common serious prescribing errors." Many, many CPOE implementations didn't (and don't) meet this standard. AHRQ conducted a webinar on this.
