How many operational local or regional HIEs are moving at least 75% of a medical trading areas patients data including medications,labs, radiology and all hospital ambulatory transactions for all service providers in the area?? Less than 4? Less than 2? none?  Then the value of the PHR for chronically ill patients or other high utiilizers would ........?????</description>
